Born in Richmond, Virginia, Cecilia graduated high school
and moved to Camp Lejeune, North Carolina. While serving
as a Marine spouse she volunteered at the Family Service
Center, assisting with the family support program. She was
recognized with several volunteer awards for service with
military spouses that included U.S. Marine Corps Certificates
of Appreciation and the Camp Lejeune Commanding General's
Outstanding Volunteer Award. A St. Jude Children's Research
Hospital Appreciation Award for Outstanding Service was
also presented in 1994.
In 1995 she relocated to Fort Leonard Wood, Missouri. She
was hired as an office manager for Info Line, after a year
with the company she was promoted to Systems Operator and
became responsible for the first Internet Company in the
local area. After a few months she was promoted again to
the New Media Manager for WeBound Internet service. Over
the next seven years she managed the growth of the business
from one city with 400 customers to over 3000 customers
in eleven cities. She received a certificate of completion
from the Management Development Institute for Supervision
offered by the College of Business Administration Southwest
Missouri State University in 2002.
She also became very active in the community by serving
on the Board of Directors for the Armed Services YMCA, Habitat
for Humanity of Pulaski County, Pulaski County Humane Society
and Phelps-Pulaski County Red Cross. In addition she was
a member of the Committee of Fifty and the Association of
the United States Army. She was recognized as the Armed
Services YMCA Civilian Volunteer of the Year 1999 and the
2004 Habitat Volunteer of the Year. Her management success
and attention to detail was noticed while serving on the
Board of Directors for the Waynesville-St. Robert Chamber
of Commerce.
In September of 2004 she was hired for the position of
Chamber Executive Director. In her position with the Chamber
she manages daily operations, promotes local businesses
and economic development, coordinates fundraising and community
service events along with media relations. Works hand in
hand with the City of Waynesville, City of St. Robert, Fort
Leonard Wood, Pulaski County and the Missouri Fort Leonard
Wood Region. In 2005 she was selected to represent the local
area in the Leadership Missouri program for community leaders
from across the state. She graduated from Chamber Institute
in 2007, a four year professional development program for
Chamber Executives from all over the world. She is a member
of the Chamber of Commerce Executives of Missouri and a
lifetime member of the Leadership Missouri Alumni Association.
Cecilia has made her home in St. Robert, Missouri with
her three dogs, Marina, Shadow and Sky. She married Donald
Murray on July 8, 2006.
